Job Description:
EDUCATION AND EXPERIENCE REQUIRED: Bachelor's degree, from an
accredited institution, with a major in accounting, finance,
business administration, and/or another business-related
field.Preferred: BBA in Accounting. Working knowledge of
computerized accounting systems and Microsoft Office Suites. A
minimum of two years' experience in regulatory work experience in
Fund and/or Governmental accounting.DEGREE AND/OR CERTIFICATION
REQUIRED: BBA minimum required. Working experience that meets the
jobs needs are considered.REPORTS TO: ControllerJOB PURPOSE:
Prepare, monitor, maintain and review all contracts and grants.
Provide on-going budget and programmatic monitoring to ensure
compliance with all contractual obligations. Work under the general
supervision of the Controller with moderate latitude for the use of
initiative and independent judgment.ESSENTIAL FUNCTIONS and
DUTIES:1. Facilitate communication and collaboration between all
contract stakeholders, including but not limited to State
contractors, third-party vendors, grant contractors, etc., and act
as the liaison between contractors and program staff.2. Assist in
the flow of procurement processes and prepare contracts in
accordance with prescribed templates, guidelines, and established
contract policies and procedures for new and/or renewal
contracts.3. Assist in the evaluation of contract risk assessments
and the development of a contract monitoring plan.4. Determine the
effectiveness of contractor operations and compliance.5. Maintain
and monitor all contractor files and ensure accessibility of
information.6. Assist and monitor grant application processes,
including budgetary needs.7. Organize and manage all post-award
administrative grants.8. Serve as coordinator and liaison between
grant administrators and program staff.9. Work with program staff
to ensure adherence to grant goals and monitors grant activities
for compliance.10. Maintain budgetary information and manage
records to document grant activities and prepare grant reporting
and invoicing.11. Assist in the development of policy and
procedures related to procurement, contracting activities, and
grant activities.12. Plan and implement training for staff as
needed to ensure program needs and guidelines are met related to
procurement, contracts, and grants.13. Ensure compliance with
established policy, procedures, requirements, laws, and
regulations.14. Manages all reporting and submissions for all
departments related to performance contracts, state and federal
deadlines, grant requirements, etc.15. Assist in monitoring and
coordinating external financial audits and/or reviews, including
accumulation of data and information, monitoring, and reporting.16.
Stay currently informed on Medicare, Medicaid, and develop
understanding and knowledge of the financial impact and
requirements of CCBHC certification.17. Processes information by
auditing internally and verifying financial data.18. Prepares
monthly, quarterly, and year-end financial reports as requested by
Controller.19. Attend out-of-town meetings as deemed necessary.20.
Cross train within the Accounting department and work as part of
the Accounting department team.21. Must maintain regular and
reliable attendance.22. Complies with telework/remote agreement (as
approved).23. Performs other related work, including special
projects, as assigned.24. Uses the trauma informed care approach
when providing services and working with others.
