GENERAL SUMMARY The Lead Operations & Maintenance (O&M) Technician is an operations position that assists in the safe and efficient operation of the power plant and the supporting equipment and systems. This Lead O&M Technician will be required to qualify on all watch levels and occasionally carry out all routine round and readings, water/gas chemistry analysis, inspects and monitors operating components and reports plant status. The base shift schedule for this position will be dayshift, Monday through Friday. This position will be expected to cover day-shift and night-shift as directed by the Plant Manager. The foundation of this position is to have a single person focused on improving operations and maintenance programs and processes, be a qualified operator available when additional operations support is needed, and to assist the other employees with plant operations and maintenance activities. The Lead Operations and Maintenance (O&M) Technician provides support for the economical daily and long-term maintenance of plant equipment and the safe and efficient operations of the plant, meeting all environmental and safety requirements. Activities associated with this role include the following primary functions:Shift Coverage as requiredFocus on improving the Computerize Maintenance Management System (CMMS) inventory oversight and optimizationOutage oversight, planning, and coordinationAssist with budget preparations and periodic reportingDirect and perform routine unit/equipment performance monitoring, testing and make recommendations based on the data collectedEvaluate thermal performance of gas turbine power output and heat rateCommunicate plant issues and keeps plant management fully informed of unusual conditions, damaged equipment, and current job progress as the job relates to facility operationsPrimary focus on eMaint for the purpose of planning and scheduling work ordersInvestigate plant problems, incidents, accidents and unusual events, and provide analyses, recommendations, reports, and appropriate follow-up plansMaintain turbine history (inspections/reports, outages, specific problems, etc.) Utilize PI-Process Book to review and analyze data to identify performance or reliability issues with plant equipment.Work with water treatment vendor to properly monitor overall chemistry program and adjust as needed.Review chemical inventory levels and coordinate the ordering and delivery of the chemicals. Use the plant computerized maintenance management system to enter and plan work orders, purchase requisitions, and research and control inventory levels optimizing inventory oversightMaintain accuracy of shift operating logs, records and other administrative documents related to the power plant. Maintain complete and accurate reports of downtime outages, repair requirements, and production indicesDevelop, assist, review and revise operating and related procedures. Ensure procedural compliance in the conduct of plant operations and maintenance. (Develop and coordinate operational procedures.) Plan, schedule, and manage the execution of outage projects as assigned by the Operations Director.Maintenance procedure development and task instructions for equipment maintenance requirementsDiagnose cause of mechanical malfunction or failure of plant operating equipmentAct as a champion for continuous improvement in the plant. PHYSICAL REQUIREMENTS AND WORKING CONDITIONSPhysical requirements include standing on feet for extended periods of time, stair and ladder climbing with the possibility of lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, etc.). Work with hazardous materials may be required.Position will require extended working hours and varied shifts at times, with the possibility of weekend and holiday work as required by schedules, work load and plant conditions. "On call" status will periodically be required.All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility. JOB QUALIFICATIONSAbility to understand procedures and instructions specific to the area of assignment as would be acquired in four years of high school. Associate Degree in a technical field desirable.Five (5) years of power plant experience in operations and/or maintenance. Knowledge of power plant mechanical and electrical equipment including motors, pumps, boilers, fluid systems, chemical handling, water treatment systems, pollution control equipment, AC and DC electrical distribution and control systems, etc. and associated maintenance functions.Must possess excellent written and verbal communication skills to be adept at communicating with several levels of the organization. Strong writing and analytical skills required and an ability to present facts, conclusions and recommendations in written communications, both in formal and informal formats.Able to coordinate work on technical subjects with others across job families and with outside vendors and contractorsExperience in water chemistry control, analysis of water conditions, water treatment facility operations and chemical handling.
